Board Meeting Synopsis, June 2001
Homeowner Issue: Emperor Court guests discussed being informed of maintenance violations after having recently moved in. The point emphasized was that they were not aware of these violations before moving. The last inspection had been performed two years ago, and maintenance items may not have been an issue at that time and therefore there was no information for them available at settlement. Since the Board will have annual inspections conducted in the future, information on the status of the maintenance items can be forwarded to prospective buyers along with other documentation upon request. The guests felt the Board should have considered the length of time they had been in the house prior to sending out the violation notice; the Board informed the guests that the inspection was done once a year and that ownership length is not being recorded. The Board discussed whether buyers could be notified in advance of such violations, and concluded it was not feasible to monitor sales and contact prospective owners prior to sale. Prospective owners are free to contact the property manager for this information, which will be included in settlement packets.
Exterior Colors: The property manager was informed that an Owner may not change the exterior colors of the house, per the 1990 Architectural Guidelines, and was directed not to inform owners otherwise.
Emblem Corner/Emperor Court Water Problem: Water leakage in the rear of the Emperor Court and Emblem Corner houses appears to have been resolved.
Sidewalk Maintenance: The property manager was directed to notify the City of Bowie to have the Enfield Drive sidewalks repaired.
Newsletter: Discussion resumed on the necessity of a newsletter and who should do it and copy it. No decisions were made.
Financial: The president and treasurer will take care of erroneous CD information, which is still being sent to the prior management company.
Landscaping: Condition of the landscaping discussed. The landscapers need to weed. Discussion of replanting the entrance beds ensued: roses are shorter than Coreopsis -- can they be swapped? The Board member overseeing the installation stated that the landscaper said to wait until Fall before asking for replacements for dead/dying plants. Pruning of shrubs behind Epic Gate was requested.
Architectural Modification Request: Fence extension to property line was approved.
Parking Signs: Entrance and parking/handicap sign upgrade is still pending.
Elections: Seven Board members are up for re-election; one position currently is vacant as well. The property manager will send out a letter asking for applicants for the positions; applicants will be asked to write a brief statement of their background and why they want the position.
